How to Obtain a Certificate of Residence

The certificate of residence is an administrative document proving that a person officially resides at a given address. It is often required for various procedures such as applying for a national ID card, passport, job, or school enrollment.

Here are the steps to follow to obtain this document from your local municipality in Madagascar.

Documents Required

Before submitting your request, prepare the following documents (they may slightly vary depending on the municipality):

  • Copy of the National Identity Card (CIN)
  • Proof of residence (JIRAMA bill, rent receipt, landlord’s attestation, etc.)
  • Fiscal stamp or processing fee (usually between 500 and 2,000 Ariary)
  • Application form (provided on-site)

For a minor, the request must include the parent’s or legal guardian’s ID card and a birth certificate.

Steps to Follow

1. Go to the municipality of your residence

The certificate is issued only by the municipality or fokontany corresponding to your actual address.
Go to the civil or residency office with your supporting documents.

2. Fill out the application form

Ask for and complete the certificate of residence application form.
Be sure to include:

  • your full name,
  • your exact address,
  • and the length of residence at that address (if known).

3. On-site verification (if required)

In some municipalities, the fokontany chief or a municipal officer may conduct a home verification visit to confirm your actual residence.

4. Validation and signature

After verification, the document is validated and signed by:

  • the fokontany chief,
  • and the mayor or an authorized administrative officer.

These signatures make the certificate official.

5. Collect the certificate of residence

Once validated, the certificate is issued within a few hours to one working day.
Present the receipt or ID card used in the application to collect it.

Useful Tips

  • The certificate of residence is generally valid for 3 months.
  • Keep a digital copy or photocopy for future administrative use.
  • If you change your address, promptly update your residence with the new municipality.
  • If you live in a rural area, contact the fokontany chief directly, as they are the primary authority for validation.
