Malagasy Passport Application – Requirements, Process and Fees

The Malagasy passport is a travel document issued by the Ministry of the Interior, allowing any Malagasy citizen to travel abroad. It also serves as an official identity document recognized internationally.

Obtaining a passport requires completing several administrative steps, from preparing the application file to receiving the final document.


Documents Required

Before submitting your application, prepare the following documents (they may slightly vary depending on the region):

  • Copy of the National Identity Card (CIN)
  • Original or certified copy of the birth certificate
  • Recent proof of residence (less than 3 months old)
  • 4 recent passport-size photos (plain background, no accessories)
  • Fiscal stamps and processing fees (approximately 150,000–200,000 Ariary depending on the passport type)
  • Old passport (in case of renewal or loss, provide the corresponding declaration)

For a minor, add:

  • a signed parental authorization from both parents or the legal guardian,
  • copies of their ID cards (CINs).

Steps to Follow

1. Go to the PAF Office

The passport application must be submitted only at the Immigration and Emigration Police (PAF), usually at the central police station or approved regional centers.

2. Collect and Fill Out the Application Form

Request the passport application form at the PAF counter.
Fill it out carefully with your personal details exactly as they appear on your birth certificate.

3. Submit the Complete File

Submit all the required documents at the counter.
The file will be checked on site, and the officer may ask for clarifications or additional papers.

4. Biometric Registration

Once your file is validated, you will proceed to the photo and fingerprint capture on site.
This step is mandatory for all applicants, except infants.

5. Pay the Processing Fees

Passport fees vary depending on validity duration and processing location.
An official receipt will be issued — keep it safe for collection.

6. Collect the Passport

Processing usually takes 5 to 15 working days.
Collection is done at the same PAF office where the application was submitted.
Bring your receipt and a valid ID to collect the document.


In Case of Loss or Theft

If your passport is lost or stolen:

  1. File a declaration at the nearest police station.
  2. Submit that declaration during a new application with a full file.
  3. Processing may take longer due to verification of previous records.

  • Double-check that all information on the passport (name, date, place of birth) matches your official documents.
  • Make a photocopy or scan of your passport once received.
  • Keep your passport in a safe, dry place.
  • For any trip, ensure your passport is valid for at least 6 months after your departure date.
  • If you travel frequently, consider requesting a long-validity passport (up to 10 years for adults).
